Well, that would make them utterly useless...those little scooters work on a rather elegant principle -- they just try and stay upright. By unbalancing the machine, you force it to correct, and thus go forwards or backwards or turn.

...It works ratherlike the way that people walk, in fact. And putting brakes on 'em would be rather like jamming a stick between a running man's legs -- you would wind up flat on your face as soon as you used 'em.
