It's the browser's best shot at parsing non-standard font color codes - when you put your name or any other text between those tags, the browser expects to see a code.
See, you can do it with non-name words, too:
It works in Explorer and old Netscape, but not so well in Mozilla and not at all, from what I understand, in Opera. (If you get "huh?" comments from people, they probably have a standards-compliant browser.)
