Because somebody owns it. They're domain poachers - you can either change your domain at potentially considerable annoyance and expense, or you can pay them to get your own domain back, and they profit. The former makes you want to do the latter, but if you don't buy the domain back, people trying to hit your page will still be giving them free hits.

They're like spammers in reverse.
