Steve? He's not creepy, exactly, just abysimally stupid. Which is why he works so well for the show, because there's nothing a preschooler finds funner than a "grown up" who doesn't know things that are obvious to them.
That doesn't mean, however that he doesn't set adult's teeth on edge :)
Only in the way that he has child-molester chic down pat. The guy looks like he should be driving around in a beat up old station wagon, lurking behind elementary schools with a handful of candy. "C'mere, little boy..."
