The version I have has an oval tool, a rectangle tool, and a rounded edge rectangle as well.
First type in the text.
Draw a black box or oval that's bigger than the text on a layer underneath the text.
Use the magic wand to select the black box, and then go to Select > Modify > Contract Selection by say 9 pixels or so. (This will select only the middle of the word balloon.
Paint that area white, and you've got your balloon. :)
The version of Photoshop I use (v.3) came off a disk I don't even remember getting. It's one of those mystery disks that seem to come from magazines I don't remember buying.
Batty, I just noticed the wallpaper on the screen in Bugs.
I know they're not the same image, but there was enough obscured that at first glance it was close enough to my wallpaper to really catch my attention.
I'm looking at my PS3 manual, and it definitely has an option for Expanding/Contracting a selection or generating a selected Border around an existing selection.

Small suggestion:
You might try different colors for the word balloons when different people are speaking.

How do you do your speech balloons with the fine black line around them?

It doesn't have those magic wand options.

Scott, have you tried the Border feature (in v6 it's Select>Modify>Border) to put the black borders around the speech baloons?
