CSS2.. absolute postioning.. ooo very nice, and the code they have up there degrades very nicely and sensibly so if your using a text based browser etc the site still makes sense. The CSS is pretty simple to work out and easy to change to your needs.
The sites a definite improvement but should try to steer clear of frames.
I'd recommend changing to a sans serif font (like Arial), it provides a cleaner and more up-to-date look according to my technical writing training. =)
