On the telly they showed a whole bunch of tracked and wheeled military vehicles. They looked like they were designed by Gerry Anderson.

no, it was on the telly. But they used the "Thunderbirds" style of low shot, looking up at the cabin.

they were Russian mobile radar systems, and command vehicles. The article was on an Italian news programme, and since I don't speak Italian I don't know what it was about. The timing suggests it was connected to the sale of Russian equipment to Iraq.

Not quite!

These were more like mobile command centres with parabolic dishes raised on extending towers. And lots of wheels.

And I see the British Marines chugging around in a tracked vehicle from UFO, somewhat like the ones used in Antarctica. But with guns.
