Oh my! Now I know what those weird things that weren't inky caps on the cherry tree stump were! Fungi grows in my folks back yard but a few days out of the spring and summer, and I've always been stuck without a camera or the presence of mind to use one!!The inky caps are tall grayish brown things that drip black pus off the tip ends. But they aren't nearly as gross looking as those. Makes me want to come up with a pink version of spotted dick just to be silly:D!
You don't want to cultivate these. We had a few growing in our backyard for a while. It smelled like rotten meat, except for a longer distance, and drew flies. Flies pollinate these things. They are disgusting.

your mushroom is called "Lizard's claw". Phallales Clathraceae.
(note that the latin genus is Phallales, same root as Phallus, the penis similarity wasn't lost on the early identifiers of fungi)
also called Lysurus Borealis or Anthurus Borealis.
Gary Lincoff's book says the "similar Small Lizard's Claw is considered a great delicacy by the Chinese." presumably he means the "egg" of the fungi, (before the slimy spores have burst open) since you'd have to be crazy to eat a mature stinkhorn.
