In
Going Postal
we learn that something like the Three Laws apply to Discworld golems. Except that the Patrician has amended the First Law:
1. A golem may not harm a human, or, through inaction, allow a human to come to harm,
except when ordered to by duly constituted authority.
"Duly constituted," in Ankh-Morpork, of course means the Patrician.
